

Western Specialty Contractors’ Little Rock branch completed a partial masonry restoration project on the east elevation of a historic government building in Helena-West Helena. The work was performed for Phillips County, with Clements & Associates/Architecture, Inc. serving as the project architect. Construction began on July 7, 2025, and reached completion on October 16, 2025.
The restoration focused on preserving the building’s character while addressing key areas requiring structural and aesthetic improvements. Western’s crews removed several third-floor windows and infilled the openings with new wood framing and sheathing to match the building’s updated design intent. The team also removed and replaced 50 deteriorated bricks and repointed 2,400 square feet of masonry to enhance durability and prevent moisture infiltration.
To complete the restoration, Western thoroughly washed and sealed the 2,400-square-foot area with a siloxane sealer designed to protect historic masonry from weathering while maintaining its natural appearance. The project progressed smoothly, and the team finished the work on time and under budget, meeting all architectural requirements and county expectations.
