Western Specialty Contractors’ Chicago branch recently completed the installation of rooftop safety solutions and fall protection, including fixed ladders, guardrails, skylight screens, and the implementation of a formal roof access permit system. 

For this mixed-use facility, multiple fixed ladders were installed in select locations to access the mezzanine, the existing roof hatch, and various roof levels. Permanent safety installations will significantly reduce the risk of accidents compared to temporary or makeshift solutions. These fixtures provide consistent protection and eliminate the margin for human error that often comes with removable equipment. Our façade restoration specialists have the expertise to install fixed ladders on a variety of new or existing wall surfaces without compromising the integrity of the building envelope or waterproofing systems.

A weighted guardrail assembly was also installed around a large skylight bank and the roof hatch access. Passive systems, such as guardrails, provide consistent, stationary protection without requiring specialized training. Guardrail systems are engineered to provide reliable fall protection for skylights, ensuring full compliance with OSHA 1926 Subpart M – Fall Protection (1926.501(b)(4)(i)) for construction and OSHA 1910 Subpart D – Walking-Working Surfaces (1910.28(b)(7)) for general industry.  

An alternative fall protection for smaller skylight curbs is skylight screens. New skylight screens were installed that meet the current standards per OSHA 1910.29(e)(1). It is essential to note that in January 2017, the language describing OSHA-compliant skylight screens underwent significant changes. If your current skylight protection screens were installed before January 2017, there’s a good chance that they are not in compliance with current OSHA rooftop safety guidelines.  

Once the safety equipment installations were completed, we helped implement an access control system. We developed a detailed roof access plan that outlines key elements, including designated access points, authorized personnel, emergency contacts, and clearly marked hazard zones. Controlling who gets on the roof is just as important as how they get there. For commercial and industrial buildings, a formal roof access permit system is an effective way for building owners to manage risk and ensure safety. This document should be reviewed regularly, updated as necessary, and kept in a visible and easily accessible location for maintenance staff and contractors. A well-structured plan acts as the foundation for all other safety protocols.

Why is fall protection important? Falls are among the most common causes of serious work-related injuries and deaths. OSHA establishes safety and health regulations for construction under OSHA Standard 1926 Subpart M, as well as for “general industry” under OSHA Standard 1910, which applies to building owners and their employees carrying out general operation and maintenance tasks. When it comes to rooftop safety, the responsibility ultimately lies with the building owner—even if outside contractors perform the work.
